Reduce price ramp and update rate preview

Several small changes in this update:

• Show a preview of the resulting change in rates when hovering a shop selection over an existing building
• Always show tooltips in shop, even for items you can't afford
• Reduce price ramp (except on map expansion)
• Fix a typo in the Courthouse description
